Import Documentation Checklist for Sanitary Pads
Build a sanitary pad import document checklist around the product, destination and trade terms, with clear factory, importer and third-party responsibilities.

An import document checklist for sanitary pads must match the actual product, destination and transaction. Commercial documents, product evidence and destination procedures serve different purposes. A certificate that supports a material claim does not automatically authorize import, and a supplier's export experience does not prove that your SKU is already registered in your market.
Use this guide to agree responsibilities before paying a deposit or printing packaging. It is a planning checklist, not a declaration that every document below is mandatory for every shipment.
Start with the shipment brief
Write down the product category, intended use, claims, manufacturer, destination, importer, transport mode and named trade term. Distinguish disposable pads, liners, maternity products, reusable products and tampons rather than assuming they share one regulatory route.
Give the brief to your customs agent or regulatory adviser and ask for the current requirements, applicable standard and responsible parties. Clarify which steps must be completed before production, printing, shipment or sale. Record the document names and the exact products each document covers.
Common commercial and transport documents

The required set depends on the destination, contract, transport and any bank requirements. Do not assume that a certificate of origin or separate insurance certificate is universally required in the same form. Confirm tariff classification at the level required by the destination; a broad product heading does not determine every local duty or procedure.
Cross-check names, descriptions, quantities and dates across documents. If manufacturer, seller, exporter and certificate holder differ, explain the legitimate relationship rather than forcing all names to be identical.
Product and manufacturer evidence
The importer or destination authority may ask for testing, registration evidence or other documents. Confirm applicability and availability before writing them into the order.
- Test reports: identify the tested SKU, standard and version, method, date, issuing laboratory and scope. A report for a different construction is not automatically transferable.
- Batch quality documentation: agree the relevant lots, results, acceptance criteria and format if this is part of the order.
- Certificate of Free Sale: confirm whether the destination requires it, the accepted issuer and whether it can be obtained for the exact product. It is not a universal default supply document.
- Management-system and product certificates: distinguish what the document actually certifies. A quality-system certificate does not establish every product claim or destination approval.
- Registration or conformity records: verify holder, product coverage, validity and any shipment-specific steps.

Country-specific planning questions
Kenya
Confirm the applicable product standard and import-conformity route with KEBS and your appointed agent before dispatch. KEBS provides an Import Standardization Mark process for imports within its scope; this is a Kenya-specific requirement, not a single rule for all East African countries. India
Check the current applicable product standard, Quality Control Order, transition arrangements and exemptions for the exact category. Where the BIS Foreign Manufacturers Certification Scheme applies, the foreign manufacturer applies for the licence and nominates an Authorized Indian Representative. European Union
Identify the applicable product-safety, traceability and labeling requirements for the intended product and claims. Determine which economic operator is responsible for each obligation before placing the goods on the market. For in-scope single-use products containing plastic, the prescribed marking requirements also need to be addressed. Nigeria and other destinations
Confirm product classification, registration or notification, any conformity program, label approval and import documentation with the relevant authority and local adviser. Do not transfer a Kenyan, Indian or EU checklist to another country. Ask specifically whether any pre-shipment step applies and whether your exact SKU is covered by existing permissions. Supplier statements about export capability are not evidence that your import approval is complete.

Assign responsibilities in writing

The factory cannot promise that all destination procedures will be completed on the buyer's behalf unless those services have actually been agreed. Equally, some schemes require manufacturer participation and cannot be delegated entirely to the importer.
Pre-shipment document check
- The confirmed checklist identifies the exact SKU and destination.
- Required approvals are complete at the stage when the relevant rules require them.
- Invoice and packing details match the agreed order and actual goods.
- Test and certificate scopes match the claimed products and materials.
- Any inspection or conformity appointment is scheduled early enough.
- Transport-release and insurance arrangements are understood.
- Labels and document identifiers are consistent where required.
- The customs agent has reviewed the necessary drafts before dispatch.
- Remaining originals, electronic files and responsible contacts are listed.
- The contract states how document discrepancies will be corrected.
