Sanitary Pad Labeling Requirements by Country

Plan sanitary pad packaging with a destination-specific checklist for product details, responsible parties, languages, claims and applicable marks.

Sanitary pad labeling requirements should be settled before packaging goes to print. The relevant rules depend on the destination, product category, materials, intended use and claims. Retailer requirements can add information beyond the legal minimum, while a package designed for one country may need substantial changes for another.

Use this guide to prepare a market-specific artwork checklist. It separates common information fields from requirements that need confirmation for the exact destination. It does not treat one universal label as automatically compliant worldwide.

Build the information block first

Information fieldWhat to confirm
Product identityAccurate category, size, count and other required product descriptors
Materials and claimsWhich composition disclosures are required and which claims are supported for the actual construction
Responsible partiesManufacturer, importer or other responsible operator details required for that market
TraceabilityBatch or lot code and how it connects with production and shipment records
Dates and storageApplicable date declarations, date format, shelf-life basis and product instructions
Use and disposalRequired instructions, warnings and any prescribed disposal wording or marking
LanguagesRequired language versions and the quality of the translation
Retail identifiersBarcode and other customer-specific requirements, separately from legal obligations

For relevant BINGBING products, the confirmed shelf-life references are 3 years for standard lines and 2 years for biodegradable lines. Check the actual SKU, series and pack wording. The confirmed storage note is to seal opened packs separately and store them in a dry, clean environment; it should not be expanded into unsupported temperature or humidity limits.

Pack counts vary. The main-specification reference of 10 pieces per pack is not the pack count for every size or series. Check the quoted packaging table before calculating a count declaration or reproducing sample artwork.

Country and regional checks

Kenya: confirm the Kenya-specific marking process

KEBS operates an Import Standardization Mark process for imported goods within its scope. Confirm applicability, the current application steps and the required supporting documents for your shipment. Agree who obtains and applies the mark and when this happens. A Kenya-specific mark must not be presented as a common requirement throughout East Africa. KEBS marks of quality.

European Union: distinguish plastic marking from other obligations

In-scope single-use sanitary towels, tampons and tampon applicators containing plastic are subject to prescribed marking requirements. Confirm whether the product falls within scope, then use the official artwork and applicable language and layout specifications. Do not redraw an official mark or assume that an environmental marketing phrase removes the obligation. European Commission marking specifications.

Other product-safety, traceability and responsible-operator information may also apply. Have the responsible economic operator and adviser confirm the complete label for the product and destination; the plastic mark alone is not a compliance approval.

India: confirm certification and retail-pack declarations separately

Check the applicable BIS product standard and current Quality Control Order for the exact category, including any transition or exemption. Where certification is required, ensure that the proposed product and manufacturing site are covered before reproducing certification details on packaging. The foreign-manufacturer route involves the manufacturer and an Authorized Indian Representative, rather than simply an importer registering a brand. BIS application requirements.

Separately, ask the Indian importer or adviser to confirm the applicable retail-package declarations, including price, quantity, party details, dates and consumer contact information where required. Do not copy a previous pack's licence or product details into a new SKU without checking coverage.

Nigeria: align artwork with the applicable registration

Confirm the exact product classification and the registration and labeling requirements with the responsible authority and local adviser. Where an approved registration identifier or reviewed artwork is required, use the actual authorized details and sequence. Never print a placeholder registration number as though approval already exists. See our Nigeria market page for the broader supply discussion.

Gulf, francophone and other markets: confirm each destination

Specify the countries before design begins. Ask the local adviser which languages, party details, date declarations, conformity identifiers and warnings apply to that product. An Arabic-language or French-language version is not automatically approved for every country that uses the language. Commercial language preferences and legally required label elements should be recorded separately.

For regional planning, see West Africa, East Africa and South Africa. Those commercial groupings do not create shared labeling law.

Do not let claims outrun the evidence

A claim about an organic topsheet is different from a claim about the entire pad. A material certificate, a management-system certificate and a finished-product test report also serve different purposes. Before printing a logo or statement, identify the exact certified product or component, holder, validity, permitted wording and conditions of use.

Apply the same discipline to biodegradable, compostable, antibacterial, odor-control and performance claims. Ask what product or component was tested, under which conditions and whether the proposed public wording is supported. A customer's requested slogan is not sufficient evidence.

BINGBING's confirmed Halal scope concerns the M Beauty black sanitary-pad series. Do not apply that claim to all brands or assume an OEM/ODM anion product shares it. Any such custom-product certification requires confirmation against the final configuration and requirements. Our certification comparison explains why scope matters.

An artwork workflow that reduces reprints

  1. List destinations and SKUs. Identify which products and pack counts are actually being ordered.
  2. Confirm requirements. Record the local adviser's or responsible operator's checklist and any approval sequence.
  3. Prepare the information block. Check party names, addresses, counts, dates, instructions and identifiers against current records.
  4. Check claims and marks. Confirm scope, authorization and the exact artwork allowed.
  5. Review translations. Use a competent reviewer familiar with the target language and product terminology.
  6. Check print feasibility. Confirm dimensions, legibility, coding space and the selected packaging format.
  7. Approve the digital proof. Keep a dated, versioned copy and make responsibilities clear.
  8. Verify production output. Inspect the final packaging against the approved proof and agreed specification.

For BINGBING private-label orders, the confirmed supply lead time is 45–60 working days after digital proof approval. Time spent resolving artwork and destination requirements before approval is not part of that production window. Any later change must be assessed for cost, feasibility and schedule impact.

Frequent artwork problems to prevent

  • A pack count copied from a different size or series.
  • An old importer address or a placeholder registration number left in the final file.
  • A material claim presented as a whole-product certification.
  • An official mark resized or reconstructed without checking its specifications.
  • Date formats that can be misread by the target audience.
  • Packaging updated without updating the related product and shipment documents.

Archive the approved file and the authority for each regulated statement. When a specification, certificate, importer or destination changes, review the affected artwork before ordering another print run.

Coordinate packaging and documents

The manufacturer can review artwork against the agreed product specification and practical production requirements. Destination compliance and any required legal review must be confirmed by the responsible parties before printing; a manufacturer's layout review is not regulatory approval.

Start an OEM/ODM discussion, use the import documentation checklist, or request samples to inspect existing pack formats before designing your own. Existing artwork is a reference for layout and product details, not permission to reuse every claim in a different market.
