Bulk sanitary pads for the Gulf, supplied at source
Dubai re-exports into the GCC, Iraq, the Levant and East Africa, while Saudi Arabia buys in volume through modern retail. We supply that structure factory-direct — wholesale under ready brands or private label under yours.
The Gulf is better understood as a hub-and-spoke system than as a set of separate countries. Dubai is the hub: Jebel Ali is a major container port and re-export gateway, and the UAE free zones let traders land, consolidate and re-export goods without them formally entering the local market. Saudi Arabia is the largest GCC market, and the smaller GCC states — Kuwait, Qatar, Bahrain and Oman — are usually served by regional distributors covering several countries at once. One well-placed Gulf partner can therefore build a multi-country business from a single base.
We supply that structure from the factory side, not as a Dubai middleman. Importers and distributors buy bulk wholesale under ready brands; distributors, pharmacy chains and brand owners commission private label under their own. Behind every order are 20+ years of production, exports to 80+ countries, 150+ brands served and capacity for over 4 billion pads a year — plus the Arabic label artwork, halal-certified options and conformity documents the Gulf asks for. See how we manufacture and which certifications back every shipment.

Dubai re-exports, Saudi Arabia buys in volume
Gulf buyers usually work through partners who cover several countries: Dubai consolidates and re-exports, Saudi Arabia carries the volume, and the rest of the GCC follows through regional distributors.
Jebel Ali is the region’s re-export engine. Goods can be held in a free zone and shipped onward without formally entering the UAE domestic market, which is why Dubai trading houses serve buyers in Iraq, the Levant, Central Asia and East Africa as well as the Gulf. For a factory, this means one relationship with a well-placed distributor can reach several countries — and that distributor usually wants a tiered range rather than a single line.
Saudi Arabia is the region’s largest single consumer market, with modern retail, pharmacy chains and e-commerce leading. Hypermarkets and pharmacies set the listings, so a convincing night pad and a strong liner offer matter as much as the day-pad core. Beyond the core GCC, Iraq and the Levant buy through re-export channels with a sharper economy tier. See our Middle East market guide and Dubai & UAE wholesale guide for the full regional picture.

Label in Arabic, confirm conformity for your SKU
Arabic labeling is the baseline across the GCC: labels are expected in Arabic only or bilingual Arabic/English. Plan the product name, count and size, usage and disposal instructions, manufacturer and importer details, batch code, production and expiry dates, and country of origin. In a private-label project the packaging is printed from the artwork you approve, so have the Arabic professionally translated and reviewed by your importer — machine-translated packaging reads badly on Gulf shelves and a non-compliant label can be stopped at the port. Our labeling requirements by country guide covers the document set.
In the UAE, consumer products are regulated through MOIAT and its Emirates Conformity Assessment Scheme (ECAS) where a technical regulation applies. Whether ECAS applies to a specific sanitary pad SKU depends on its formulation, claims and the applicable technical regulation — it is not automatic for every hygiene product. Confirm the current requirement with your UAE importer or a conformity body before production; we provide test reports and factory documents to support that file.
Saudi Arabia runs the region’s most structured system: importers register products on the SABER platform under SASO and obtain a certificate of conformity before customs clearance, and feminine hygiene can fall under SFDA oversight depending on classification. The Saudi importer of record leads the process; we supply test reports and technical documents from the factory side. Classification details change, so confirm your SKU with your Saudi importer or a regulatory consultant before the first order.
Halal assurance is increasingly requested by Gulf distributors as a trust signal on material sourcing and production hygiene. Our halal-certified black sanitary pad range under the M Beauty brand is certified by the Halal Foundation Center Hong Kong (HFC), and we share the certificate for listing files — the certification covers specific ranges, so check its scope against the SKUs you intend to import. Products outside that range are not automatically halal-certified. Read our halal-certified sanitary pads guide for the certified range and what scope means.
- Arabic or bilingual Arabic/English label artwork support
- Test reports and technical files for your ECAS file
- SASO / SABER document support, importer-led registration
- Halal-certified range — scope checked per SKU
- FDA registration details · CE where applicable · ISO 9001 · GOTS · OEKO-TEX · SGS documentation
FOB, CIF or DDP — delivered to the Gulf
Established Dubai trading houses usually buy FOB from a Chinese port and control their own freight into Jebel Ali; newer importers often prefer CIF, and DDP to a Dubai, Riyadh or Jeddah warehouse is available when you want the factory to own the delivery. The main Gulf gateways are Jebel Ali in the UAE and Jeddah and Dammam in Saudi Arabia. Stock lines are available from 30,000 packs per size, so you can test a first order without committing to a container programme; see our wholesale terms for the wider offer.

Build your own Gulf brand without owning a factory
Gulf distributors, pharmacy chains and regional brand owners often commission their own feminine-care lines from factories in China. Our private-label process covers product specification, packaging format, Arabic artwork, halal-certified options and quality control; production starts only after you approve the digital proof.
Channel fit matters more than volume at the design stage. A Dubai trading house typically wants an economy range for multi-country re-export, a Saudi distributor a mid-market brand for pharmacy and hypermarket listings, and a regional brand owner a premium or organic-cotton line with discreet, understated packaging. Tell us the channels and we will propose the specification and packaging around them — see our OEM / ODM service and the private-label guide.

Common questions from Gulf importers and brand owners
Who supplies sanitary pads wholesale in Dubai and the Middle East?
We do — as a China-based factory supplying Gulf importers, distributors and brand owners directly, not through a Dubai trading house. With 20+ years of production, exports to 80+ countries, 150+ brands served and capacity for over 4 billion pads a year, we quote factory-direct prices and ship FOB, CIF or DDP to Jebel Ali, Jeddah and Dammam.
Can you private-label sanitary pads for a Gulf brand?
Yes. Private label is a core service: we handle product specification, packaging format, Arabic artwork, halal-certified options where the range supports it, and quality control. Production starts after you approve the digital proof, and we quote the minimum once the specification and packaging format are set.
What is the minimum order for sanitary pads to the UAE?
Our own-brand lines start at 30,000 packs per size, and mixed sizes and product lines can be planned together in one container. Private-label minimums are set per SKU and confirmed with your quote; different products, materials, pack formats or packaging are counted separately and cannot be combined to reach one minimum.
Do you provide Arabic labeling for the Gulf market?
Yes. For private-label orders we print packaging from the artwork you approve, and we prepare the Arabic label layout together with you and your importer. The importer of record is responsible for legal compliance in the destination country, so the Arabic translation and final label must be reviewed by your importer or a local compliance advisor.
Do your products meet UAE ECAS or Saudi SASO / SABER requirements?
Requirements depend on the product and its claims. ECAS is not automatic for every hygiene product in the UAE, and Saudi product registration is led by the importer on the SABER platform under SASO. We provide test reports, certificates and technical documents to support your importer’s conformity file, but you should confirm the current requirement for the exact SKU with your importer or a conformity body before production. We do not claim that every product is automatically certified for every Gulf market.
Are your sanitary pads halal-certified?
Our halal-certified black pad range under the M Beauty brand is certified by the Halal Foundation Center Hong Kong (HFC), and the certificate is shared for distributor listing files. Certification is granted to specific ranges rather than to every SKU, so check the scope against the products you plan to import; products outside the certified range are not marketed as halal.
Can you supply a Dubai trading house that re-exports to other markets?
Yes — that is one of the most common Gulf setups. We prepare cartons and export documents for consolidation in Dubai, and mixing SKUs in one container lets a re-exporter cover economy, mid-market and premium tiers. Destination compliance for the onward market stays with the re-exporter; we provide the factory documents alongside the goods.
